I like to use Barberia Lali in Guadalupe, Costa Rica. It is located just outside NovaCentro across from Tire Kingdom. They don't speak English in there though but you can get by without knowledge of a lot of Spanish though. They give a decent haircut for less than 2000 colones that is less than $4.00.
